Currently the Ministry of Education and Science implemented instructions of the Government of the Russian Federation on the Implementation of the list of orders of the President of the Russian Federation on the formation of a network of federal centers for collective use of scientific equipment, providing infrastructure support in the area of national priority fundamental and exploratory research (October 18, 2013 . № Pr-2426). At the first stage in the performance of this order of the Russian Ministry together with the Presidium of the Presidential Council of the Russian Federation for Science and Education and the Russian Academy of Sciences should be generated a list of priority research problems whose solution requires the use of possibilities of federal centers for collective use of scientific equipment.
Priority research objectives should be aimed at solving large-scale research projects focused on the needs of society and the economy. Priority scientific objectives must comply priority directions of development of world science and priority areas of science, technology and engineering, approved by the President of the Russian Federation, and also characterized by significant economic and / or social effects of its decisions, the achievement in the medium term (3-5 years) research results and the possibility of a world-class organization of work in the framework of international cooperation.
